[Head-Hunter] Opportunity with Chemonics International: Bookkeeper/Finance Assistant

 

Scope of Work
Bookkeeper/Finance Assistant
 
I. Overview
Chemonics International was founded in 1975 and is one of the largest U.S. consulting firms  providing expertise in developing and emerging-market countries for initiatives  financed by the U.S. Agency for International Development (USAID).
 
II. Position Name
Bookkeeper/Finance Assistant
 
III. General Responsibilities
 
The Bookkeeper/Finance Assistant will at all times adhere to and act according to the Chemonics Professional Code of Ethics ("Living Our Values") and will make the principles of the Code a part of the project's culture and standard operating procedures.
 
Under the Finance Manager's direction the Bookkeeper/Finance Assistant also should be ready to undertake other project duties as required by the COP and DCOP, if needed.
 
IV. Specific Duties
 
Primary responsibility is to assists with all project bookkeeping tasks and perform basic financial functions. Detailed job responsibilities are listed below include, but not limited to, the following:
§    Receive invoices from vendors; manage and ensure timely payment by the project.
§    Prepare documentation for all payment transactions including but not limited to vouchers, checks and transfer forms. Ensure that appropriate documentation and approvals are obtained.
§    Maintain the project's accounting files system. Make sure that all vouchers are in order, completed properly and have bank slips/copy of checks attached.
§    Maintain the tax files for the project, recorded and paid in timely manner.
§    Prepare daily Bank Reconciliation.
§    Assist Finance Manager to prepare payroll for all local staff based in Jakarta.
§    Explain basic accounting principles in line with USAID and Chemonics regulations to staff and consultants, as necessary.
§    Perform other general bookkeeping duties as needed and other duties as assigned by Finance Manager.
 
  
V. Qualifications  
 

·        Excellent organizational and bookkeeping skills.

·        Minimum Bachelor decree
·        at least 3 years of experience as bookkeeper or finance officer with large-scale international projects .
·        Ability to work in a fast-paced environment.
·        Ability to complete multiple tasks efficiently with attention to detail.
·        Proficiency in MS `Office software including Microsoft Excel, Access, and Word.
·        Proven familiarity with accounting software programs such as QuickBooks
·        Knowledge of USAID policies, procedures, rules and regulations is preferable.
  • Strong inter-personal and communication skills are desired.
·        Proficiency in speaking, reading, and writing English.
 
VI. Reporting
 
The Bookkeeper/Finance manager reports directly to the Finance Manager. He/She will prepare regular oral and written progress reports that demonstrate the status of project activities toward expected results, as well as other reports as required.

Under the Office Manager's direction the Translator/Interpreter also should be ready to undertake other project duties as required by the COP and DCOP, if needed.
 
IV. Specific Duties
 
The Translator/Interpreter translates internal and official documents for the project from English into Bahasa Indonesia, and from Bahasa Indonesia into English, including laws, regulations, official project correspondence, reports, news, press releases, presentations, and other project-related documents, as well as providing consecutive and simultaneous interpretation as needed at meetings, trainings, and other events.
 
The Translator/Interpreter is expected to contribute to the project quarterly reports, annual workplans, and other project reports and deliverables as required by the project.
 
The Translator/Interpreter will be called upon by the Chief of Party and Deputy Chief of Party to join project staff on field trips throughout Indonesia.
 
  
V. Qualifications  
 
·        minimum holding Bachelor decree or 3 years of professional experience with translation and interpretation, both consecutive and simultaneous, between English and Bahasa Indonesia is required. 
·        The Translator/Interpreter is responsible for ensuring clarity, accuracy and consistency in all project translations, particularly for legal terminologies between English and Bahasa Indonesia. 
·        Knowledge of technical and/or specialized terms unique in English and Bahasa Indonesia, and the ability to use proper terminologies, idiomatic phrasing, syntactical structure, and use of words to reflect the meaning of the original document accurately is critical.
·        Knowledge and experience working with other development programs on legal translation is desired.  Ability to work effectively with multiple staff in a fast-paced environment, where translation tasks must be effectively managed, is desired.  Prior experience with technical assistance projects and work with donor-funded projects is preferred.
·        Written and verbal fluency in English and Bahasa Indonesia is a prerequisite. 
·        Strong interpersonal and communication skills are required. 
·        Demonstrated skills with software packages such as Word, Excel and PowerPoint are required.
 
VI. Reporting
 
The Translator/Interpreter will report directly to the Deputy Chief of Party or his/her designate.

Scope of Work
Procurement Manager
 
I. Overview
Chemonics International was founded in 1975 and is one of the largest U.S. consulting firms  providing expertise in developing and emerging-market countries for initiatives  financed by the U.S. Agency for International Development.
 
II. Position Name
Procurement Manager
 
III. General Responsibilities
The Procurement Manager ensures that solicitations are processed with free and open competition, and that all procurements comply with relevant USAID/Indonesia regulations. 
 
·        Procurement Process – The Procurement Manager is responsible for adhering to the Chemonics Procurement Guidelines and, in conjunction with the Office Manager, for ensuring that all project staff adheres to these guidelines.  These responsibilities include but are not limited to planning the procurement, writing appropriate specifications, evaluating the offers, monitoring the contracts, handling all post-solicitation activities, including all appropriate documentation.
 
·        Compliance - The Procurement Manager is responsible for ensuring that all contract-related regulatory requirements (e.g., ADS) and procurement regulatory requirements (e.g. FAR and AIDAR) are met in a satisfactory and professional manner.
 
The Procurement Manager will at all times adhere to and act according to the Chemonics Professional Code of Ethics ("Living Our Values") and will make the principles of the Code a part of the project's culture and standard operating procedures. The Procurement Manager also should be ready to undertake other project duties as required by the COP and DCOP, if needed.
 
IV. Specific Duties
 
The Procurement Manager duties include, and are not limited to, the following:
 
·        Respond in a timely manner to procurement requests as submitted by the Field Office.
·        Work directly with local, regional or international vendors and service providers to obtain quotations and/or initiate procurements of requested commodities and services.
·        Monitor contracts and purchase orders issued to vendors and follow up as necessary to ensure compliance to terms and conditions.
·        Maintain the overall integrity of the procurement filing system by ensuring that appropriate documentation is included in each procurement file.
·        Maintain the project's inventory tracking system.
·        Assist Office Manager and home office project team in developing procurement related approval documentation for submission to USAID/Indonesia.
·        Provide procurement status reports and inventory summaries as requested by project staff.
·        Assist Office Manager to provide training to project staff in procurement policies and procedures.
·        In all other matters acts as a member of the project team, advise and work with other members of project to advance the project goals and meet USAID/Indonesia needs.
 
V. Qualifications  
 
·        Minimum holding Bachelor's degree required
·        at least 7 years of professional experience, including project management experience in procurement and inventory management with large scale international projects.
·        Experience in a developing economy is a plus, especially when combined with demonstrable experience in coordinating the activities of government, multinational, national, public, and private stakeholders. 
·        Written and verbal fluency in English required.
·        Strong inter-personal and communication skills required.
 
VI. Reporting
 
The Procurement Manager will report directly to the Chief of Party and advise him or her on procurement and administrative issues related to the project status.  The Procurement Manager supervises the project's procurement and is responsible for tailoring and applying Chemonics' procurement manuals, and overseeing the high volume of procurement and specialized requirements of this project.
